Legislative Advocacy

The 2018 Legislative session [the second session of the 56th Oklahoma Legislature], begins Monday, February 5, 2018. The AONP legislative team, led by Executive Director, Benny Vanatta, monitors events at the Capitol every day; meeting with legislators and scrutinizing legislation. We fight legislation that would harm NP practice and create and promote bills that advance NP practice in Oklahoma. During the interim, from June through January, we maintain our vigil by working with legislators and staff on interim studies. Due to the short legislative session, interim studies are necessary, in-depth research of important issues that are conducted by committees to aid the legislators in the upcoming session that begins in February.

HB1013, Full Practice Authority (FPA) legislation

As the 2017 legislative session nears its end, AONP leadership would like to extend thanks to all who helped support our bill for full practice authority, House Bill 1013.

Whether you made calls or sent emails to legislators, spoke on behalf of full practice authority to your neighbors, or joined us at the Capitol for our Legislative Day, all of your efforts were greatly appreciated and certainly made a difference.

It’s true that this legislative session did not turn out the way we had hoped as HB 1013 failed to get a hearing in the Senate, but we consider our progress this year a great success. The bill passed the Oklahoma House of Representatives by a 72-20, bipartisan vote and we are encouraged by the victory. The success shows how popular the measure was among lawmakers and their constituents. This legislative session dramatically raised the public’s awareness of full practice authority. Along with awareness, public support of full practice authority increased greatly. Although the measure did not become law, huge progress was made.

2018 Legislative Day

Thank you to everyone who attended the annual Legislative Day at the Oklahoma State Capitol.

AONP's annual Legislative Day allows our profession to meet one-on-one with the state's legislators to discuss our role as quality primary care providers and advocate for better access to quality health care with these decision-makers.

2018 Legislative Nurse of the Day

The Nurse of the Day program (sponsored by the Oklahoma Nurses Association) gives Nurse Practitioners an opportunity to bring advanced practice nursing to the policy makers, and provides an opportunity for NPs to learn more about the legislative process.

During the legislative session, many professional associations are trying to get legislators to take notice of their views. The Nurse of the Day program provides visibility and an opportunity for NP voices to be heard. The 2018 Legislative Session is just around the corner and we want to make sure that nurses are engaged and active in legislation that may affect nurses and nursing practice. Victory! VA Rule grants veterans direct access to health care provided by NPs

Today, the Department of Veterans Affairs released the Advanced Practice Registered Nurse Final Rule. We are happy to report the rule will grant veterans direct access to health care provided by nurse practitioners in the VA. The final rule is scheduled for implementation 30 days after publication in the Federal Register. The VA anticipates that the final rule will be published December 14th.

AONP and AANP sent Call to Action notices, asking our members to submit comments to the Federal Register, speak with your members of Congress and write letters to the Secretary of the VA in support of this rule. Your voices mattered and 54,809 messages were sent. Truly, the voice of nurse practitioners was heard loud and clear. We thank you for your ongoing grassroots support of this important issue.

The final rule includes NPs, CNSs, CNMs, but it excludes CRNAs at this time. Work will continue to encourage the VA to implement this policy for all APRNs.

AONP PAC is the non-partisan Political Action Committee (PAC) that supports, protects and promotes nurse practitioners throughout the Oklahoma legislative process.
