Legislative Advocacy

The 2018 Legislative session [the second regular session of the 56th Oklahoma Legislature], stands adjourned Sine Die. The 2019 Legislature will reconvene Monday, February 4, 2019.

When the Oklahoma Legislature is in session, the AONP legislative team, led by Executive Director, Benny Vanatta, monitors events at the Capitol every day; meeting with legislators and scrutinizing legislation. We fight legislation that would harm NP practice and create and promote bills that advance NP practice in Oklahoma.

During the interim, from June through January, we maintain our vigil by working with legislators and staff on interim studies. Due to the short legislative session, interim studies are necessary, in-depth research of important issues that are conducted by committees to aid the legislators in the upcoming session that begins in February.

SB570 (was HB1013) Full Practice Authority (FPA) legislation

April 2018 update:

The push to win full practice authority has reached a vital stage!

Thanks to the hard work and dedication of state Sen. AJ Griffin and state Rep. Josh Cockroft, we now have the chance to pass legislation to enact full practice authority in Oklahoma.

We encourage all NPs and APRNs – and anyone who is interested in increased health care options for Oklahomans, for that matter – to contact their state senators and state House representatives to ask them to support Senate Bill 570.

Senate Bill 570 is the new vehicle for our full practice authority language. We expect this bill will be voted on by the full Senate and House early next week. If the bill is passed by each chamber, it will then go to the governor for final approval.

This bill is now in its final phase – it cannot be amended or restructured at this point. SB 570 is the result of many, many days and months of work by Sen. Griffin and Rep. Cockroft. They have worked tirelessly to see full practice authority passed because they know it will boost access to health care in Oklahoma.

The amendments from House Bill 1013 were removed and the final bill will implement these changes:

  • According to the language of the final bill, any APRN with three years of national certification and experience as of Nov. 1, 2019, shall be granted full practice authority.
  • APRNs with less than three years of experience will progress toward FPA under mentorship by either a MD, DO, or APRN with 10 years of experience, for a period of 3,000 hours within a three-year period. Upon completion of mentorship, a letter of recommendation will be provided for the APRN to apply for FPA.
  • Requires a minimum of $1 million/$3 million malpractice coverage on every practicing APRN.
  • Allows for prescriptive authority for Control II through V medications, under an exclusionary formula by the Oklahoma Board of Nursing, in accordance with the appropriate practice of their profession.
  • This bill specifically supports Oklahoma CRNAs by including the preferred language (collaboration) describing their practice, which they have worked to change within the Nursing Practice Act.

Now, it is crucial that your elected officials hear from you! Call or email your state senator and state House representative, please thank them for their support over the past year and ask them to vote “Yes” on SB 570.

2018 Legislative Day

Thank you to everyone who attended the annual Legislative Day at the Oklahoma State Capitol.

AONP's annual Legislative Day allows our profession to meet one-on-one with the state's legislators to discuss our role as quality primary care providers and advocate for better access to quality health care with these decision-makers.

2018 Legislative Nurse of the Day

The Nurse of the Day program (sponsored by the Oklahoma Nurses Association) gives Nurse Practitioners an opportunity to bring advanced practice nursing to the policy makers, and provides an opportunity for NPs to learn more about the legislative process.

During the legislative session, many professional associations are trying to get legislators to take notice of their views. The Nurse of the Day program provides visibility and an opportunity for NP voices to be heard. The 2018 Legislative Session is just around the corner and we want to make sure that nurses are engaged and active in legislation that may affect nurses and nursing practice. Victory! VA Rule grants veterans direct access to health care provided by NPs

Today, the Department of Veterans Affairs released the Advanced Practice Registered Nurse Final Rule. We are happy to report the rule will grant veterans direct access to health care provided by nurse practitioners in the VA. The final rule is scheduled for implementation 30 days after publication in the Federal Register. The VA anticipates that the final rule will be published December 14th.

AONP and AANP sent Call to Action notices, asking our members to submit comments to the Federal Register, speak with your members of Congress and write letters to the Secretary of the VA in support of this rule. Your voices mattered and 54,809 messages were sent. Truly, the voice of nurse practitioners was heard loud and clear. We thank you for your ongoing grassroots support of this important issue.

The final rule includes NPs, CNSs, CNMs, but it excludes CRNAs at this time. Work will continue to encourage the VA to implement this policy for all APRNs.
